Author: Philip Tibbetts.
Rationale: A re-working of the current Lousiana flag. The flag keeps the distinctive pelican-in-her-piety as the central charge (though removes the writing in accordance with best design practice), recalling the official state bird, state nickname and the birds common usage of the emblem of the state. The field of the design also keeps the blue colour but now also features a semy of fourteen golden fleur-de-lys which allude to Louis XIV and the origins of the state's name. The blue, gold and white colours in the design all refer to the official state colours.
