Rationale: The colours symbolise the ancient heritage and name of the state which means 'cloudy water', as demonstrated by Native Americans by mixing milk (white) and water (blue). The Scandinavian cross recalls the Northern European origins of many of the settlers to the county. Finally the design is charged with a four pointed star taken from the logo used on the State website to represent the North Star and Minnesota's northerly position and nickname.
