Rationale: A unicorn is used to represent the name Virginia, being the traditional heraldic symbol for virginity. The unicorn is free of the chain from the British arms and thus refers to the legend that a unicorn that has broken free of bondage can never be caught again. As such this design serves to reflect the symbolism used in the state seal.
