Rationale: The blue, yellow and red horizontal hoops represent the Duchy of Mecklenburg-Strelitz in honour of Queen Charlotte of Mecklenburg-Strelitz whose title of 'The Last of the Vandals' led to this areas earlier name of Vandalia. The bulls head also represents the Vandal heritage and is placed towards the hoist as an allusion to the 'west' prefix of the state's modern name.
